I think my parakeet is sick. What can I do without taking him to the vet?

The skin around his rump is raw and you can feel hard round bumps underneath. His feces also clumps and sticks at the opening, and he has lost a numerous amounts of feathers. Also, he can’t fly and his feathers are fluffed up all the time. We thought he/she was pregnant but he/she didn’t lay eggs in the nesting box. We’re worried for him/her.
Oh yeah, he is also 5 [human] years old,and eats a lot.
