We have a parakeet who has loose poop, does this wing lifting thing as if too hot, has stop talking to us.?

Took him to the vet 3 times, 2 courses of antibiotics over last 3 months. Got better after the first round, now the last week or so symptoms have returned. The vet did stool sample to check for parasites, etc. Bird is still eating, drinking, just out of sorts and still loose/soft poop. Not sure what to do next. Live is small town, no avian vets anywhere near us for miles. Don’t know whether this could be a molting/wanting a mate type problem. Vet can’t pinpoint the problem. Bird feels like he is “trembling” when I hold him, but feels warm. We are very careful about temerature of room, cage, etc. Not sure what to do. Very frustrating. Any advice?
