Just research and tell them a LOT about the bird tell them for an early christmas present you want one. That’s how im getting my green cheek conure, or quaker parrot i haven’t decided between the two yet :/
Maybe do your chores around the house. Keep asking them every week. Once they know that you can remember to do your chores, they will know you are ready for the Budgie/Parakeet.

I think as long as you know YOU can take care of one then the best you can do for proving to your parents would be to clean up after yourself, offer to help around the house and things like that.
There’s lots to owning a pet bird, even one as small as a parakeet.
Vet bills, a large enough cage, proper food etc…
As long as your parents are aware of all this before hand, I think they should be fine! (thank god parakeets don’t scream like a cockatoo or a lovebird hahaha)
show them that you will be able to take care of the animal. They are messy. Research the care of the bird, do small jobs to pay for the care and the cost of the bird and cage and food. good luck
